I have the honour to acknowledge the receipt of your
confidential despatch of the 8th ultime and to infern you that
Mr Southey is a Eurasian, being apparently the illegitimate
son of an employe in the Chinese Imperial Maritime Customs
and a Chinese woman. His putative father is new in Shanghai
and it is not know where his mother resides, His father is
returned as unmarried in the Imperial maritime Custens.
2.
I submit that it is not desirable to appoint an officer
to the responsible pešition of Executive Engineer in this Colony
who has Chinese blood relations of an inferier class. He is ne
doubt personally worthy, but his position here would be diffi-
cult and probably painful to himself and I do not think that
the appointment would add to the efficiency of the Public Werks
Department. I confess that I am forced to this conclusion with
regret as it bears hardly upen the young man who appears to have
